Stephen Heartland … proposes an end to the federal funding of the Child Protective Services (CPS), and states that this federal funding has caused corruption in the system which enriches lawmakers and Big Pharma, strips parents and children of their basic rights, and results in medical and/or legal kidnapping of children by the states.

COLUMBUS, Ohio, July 10, 2025 /PRNewswire-PRWeb/ — In a series of blogs, author Stephen Heartland outlines the corruption within the Child Protection Services, and he offers some proposals for change. He proposes an end to the federal funding of the CPS, and states that this federal funding has caused corruption in the system which enriches lawmakers and Big Pharma, strips parents and children of their basic rights, and results in medical and/or legal kidnapping of children by the states. His final summary blog on this topic can be found here:

Cost vs Benefit Analysis of the Child Protective Services – StephenHeartland.com

Eliminate federal funding to the Child Protective Services (CPS). Call the new law ‘Schaefer’s Law,’ in honor of the late senator from Georgia, Nancy Schaefer, who was the first to expose the corruption of the CPS to the public and gave her life to this work.

From this final blog noted above are his proposals for change:

  1.  “Eliminate federal funding to the Child Protective Services (CPS). Call the new law ‘Schaefer’s Law,’ in honor of the late senator from Georgia, Nancy Schaefer, who was the first to expose the corruption of the CPS to the public and gave her life to this work.

  2.  Include local law enforcement and ‘due process of law’ when a child is being removed by CPS from their home.

  3.  Eliminate any federal financial incentives for drugging foster children due to a psychiatric diagnosis.

  4.  Disallow foster parents and/or hospitals to allow foster children and/or wards of the state to be used in drug and vaccine trials.

  5.  Remove any financial incentives for CPS and the foster system to take children away from their relatives.

  6.  Do routine audits comprised of caring volunteers from within the communities to investigate foster homes to ensure child health and safety.

  7.  If there is no trial in progress, do not allow the judges to issue ‘gag orders’ in child medical kidnapping or legal kidnapping cases.

  8.  If a parent alleges fraud against CPS case workers or social workers, hold a hearing with the right to discovery of all evidence.

  9.  There should be open records for Child Protective Service and Juvenile Court proceedings.”

Author Stephen Heartland believes it is time for change, and this change should be for a movement from federal laws and control, back to state and local control. The federal money corrupts all who are near it, and therefore, change cannot come from state law changes but must come from a presidential edict, or a change in federal law.

Who was Senator Nancy Schaefer? Nancy Schaefer was a state Senator from Georgia who fought for truth and justice, parent’s and children’s rights, and against corruption. It has been about 15 years since her murder, and it is time to move forward with her life’s main goal, which was to eliminate the federally funded Children’s Protective Services (CPS). In her own words: “The Department of Child Protective Services has become a protected empire, and it’s built on taking children and separating families.” It is time for her life’s goal and dream to come true.

About the Author: Stephen Heartland has a vaccine injured child, which prompted him to do extensive research on the topic of vaccines and the healthcare industry. Stephen Heartland’s goal is to prevent unnecessary injuries to children, and to protect them from a corrupt system.

An Interview With Stephen Heartland From Quill by Knight Publishing, LLC

Below is our recent interview with Stephen Heartland from Quill by Knight Publishing, LLC:

Editor: Thank you for joining us today. Could you provide our readers with a brief introduction to your company?

Stephen Heartland: Thank you for having me. The business name is Quill by Knight Publishing, LLC. The business is writing and publishing. I have one book published currently. The title is Louis Pasteur Condemns Big Pharma: Vaccines, Drugs, and Healthcare in the United States. I was honored to receive a Gold Medal in the Global Book Awards for this book in the Medical Books category. It is for sale on Amazon.

Also, I have a blog at StephenHeartland.com. This is a platform where I offer some solutions for existing problems in U.S. healthcare policy in the hopes that new laws will be enacted, the public will be better served, and healthcare in the U.S. will be improved.

Editor: How are you unique? What separates you from others who write in this genre?

Stephen: The short answer to that question is that I propose solutions to problems which exist. For example, I am advocating the CDC to move the recommendation for hepatitis B vaccine to a pre-teenage year instead of immediately after birth. Hepatitis B is not a contagious childhood disease. The CDC states you cannot become infected by hepatitis B from hugging, kissing, sharing utensils, sneezing, coughing, breastfeeding, food or water. Hepatitis B is a virus people are exposed to by sharing needles in drug use or while having unprotected sex. Infants and young children have no risk from this virus in these ways. The only plausible way an infant can be exposed to hepatitis B virus is if a pregnant woman is infected with hepatitis B virus and exposes the baby to this virus through the birth process.

The solution is simple. Test all pregnant mothers for hepatitis B virus and vaccinate only those infants born by hepatitis B infected mothers. Then leave the other infants alone and do not vaccinate these children until they are of an age which makes sense, which means at a time of life when they may be exposed to hepatitis B virus. To expose all infants to toxins (poisons) within the hepatitis B vaccines for no good reason is a risk that is not necessary. The VAERS (Vaccine Adverse Event Reporting System) numbers don’t lie. Over one hundred thousand people have been injured due to hepatitis b vaccines. Over half of those injured are infants and young children less than 3 years old.

My proposed solution is to move the CDC recommendation for hepatitis B vaccine to a pre-teen year and vaccinate only those newborn infants who are at risk due to hepatitis B infected mothers. This will prevent unnecessary vaccine injuries, and it will protect children from hepatitis B virus at a time of life when they may become exposed to it. Remove unnecessary risk of vaccine injury and only vaccinate when it makes sense.

Editor: Any other notable changes in the law that you would like to make?

Stephen: Yes. I have recently written a series of blogs and a press release advocating that federal funding for Child Protective Services (CPS) be eliminated. I would like this new law to be called “Schaefer’s Law,” in honor of the late Senator from Georgia, Nancy Schaefer, who was the first to uncover and report the terrible abuses and corruption within this agency. In fact, she wrote an essay titled “The Corrupt Business of Child Protective Services.”

Federal funding of CPS violates the 10 Amendment and is therefore unconstitutional. In addition to this, federal funding causes aberrations in the law which promotes medical and legal kidnapping of children without due process of law, incentivizes breakup of the family, and encourages all children who enter the foster system or who are in state custody be diagnosed for mental/behavioral problems and given psychotropic medications. Most children in this system are placed on drugs because the system pays more for diagnosed and drugged children. Federal funding provides incentives to drug these children. It is all about money. There are many heart-breaking stories online which detail how children were taken from their parents for no good reason and with no due process of law, and many of these parents have never seen these children again. What is happening is outrageous.

Many people wonder if this is really happening. It really is happening. And it is disturbing. As an example, Senator Nancy Schaefer (Georgia) called for a meeting at a local library in one county in her district to hear the grievances of parents who had lost their children due to these wrongful CPS kidnappings. There was only room in the library for 37 families. Not only was the library filled, but there were 50 more families outside which could not enter and tell their stories due to lack of room. This was only one county in her district. How many parents nationwide have had their children taken from them without cause or due process? The internet is also rife with stories of parents who wrongfully had their children taken from them by CPS. This is a story which affects many families nationwide.

If we remove federal funding, then I am hopeful that many of these incentives to hurt children and destroy families will disappear. The responsibility for this service would then fall to the state. This is how the constitution was supposed to work. But states are addicted to this federal money, and state lawmakers do not want to end this gravy train which brings federal money home to their states and to their campaign coffers. The federal money has corrupted everyone along the way. Federal funding for the CPS is hurting children and families and needs to end. Senator Nancy Schaefer believed the only way to stop this widespread corruption was by eliminating federal funding to the CPS. I agree with her.

Editor: What can we expect from you in the next 12 months? What are your plans?

Stephen: I will be coming out with a hardcover edition and audio version of my book Louis Pasteur Condemns Big Pharma. After that I will be working on some video content to spread the word on how and why things in healthcare have gone awry in this country, and how it can be improved for the better. Corruption is everywhere, and it is at the root of many of our problems. People need to be made aware of these things. Only after awareness of a problem can a problem be solved.

Editor: What is the best thing about your business that people may not know about?

Stephen: It all began with my wife and I desiring to help our vaccine injured daughter. After much research, I was so startled by what I found about Vaccines, Drugs, and Healthcare in the United States that I decided to write a book about it so I could share with others what I had learned. People need to be made aware of these things so that they can make better educated decisions for themselves and their families. My greatest hope is that my work will help others.

Editor: Stephen, it was a pleasure speaking with you today. Thanks for your insights and good luck with your projects.

Stephen: Thank you for having me. I appreciate being given the opportunity to share what I have learned with your audience.
